Who is responsible for the maintenance of the streets and trees throughout the community ?

The HOA is responsible for the maintenance of the trees in the common areas throughout our community. However,
the homeowner is responsible for the maintenance and upkeep of any and all trees adjacent to, or within their property
or property easements. Any tree that dies, or suffers as a result of lack of maintenance, will be replaced at the
responsible party’s expense.

The physical streets in Winterset are county property. All street repairs and maintenance are the responsibility of
Prince George's County Department of Public Works and Transportation (DPW/T).

 

During and after inclement weather events DPW/T are responsibility for the plowing of snow to make the roads
passable. If there are any questions or concerns regarding snow plowing or treatment within Winterset, you can call
the Snow Information Center at 301.350.0500.  (fyi ...Winterset is located in DPW/T District#05, Route #07R)

When power outages occur within Winterset, please contact The Potomac Electric Power Company (Pepco) to report

the outage.

What do I do if I don't have a coupon book for the monthly HOA assessment ?

Quiza Management, LLC mails coupon booklets to new residents as soon as possible after your settlement date.  The
entire community receives coupon booklets yearly. Usually in mid December for the upcoming new year. If you have
not received your coupon booklet, within a reasonable timeframe, please contact the management company.

 

While awaiting the delivery of your coupon booklet, please send your payment to the following address.

All assessments are due on the first of each month, and are considered late if received after the fifteenth on the month.

What day is the recycled material, trash and grass clippings picked up ?

Recycled material is picked up on Thursdays within the Winterset community (except on major holidays). Please
place your materials at the curb, in plastic recycle bins, on the night before, or the morning of, the scheduled pick up.
If you do not have recycle bins, please call the Prince George's County office of Waste Reduction at (301) 883-5045.

Trash is picked up on Thursday (except on major holidays). Please put your trash inside of trash can(s), and place your

trash can(s) at the curb, on Wednesday night, or Thursday morning for pick up.

Grass clippings are picked up on Mondays (except on major holidays). Please note that as of January 1, 2014,
plastic bags are no longer accepted. All grass clippings must be in recyclable paper bags.
 Please put your grass
clippings in recyclable bags, and place the bag(s) at the curb, on Sunday night, or Monday morning for pick up.

Note: Please make every effort to remove your recycle bin(s) and trash can(s) from curbside immediately after the
pick up has occurred. Placing recycle bin(s), trash can(s) or grass clippings at the curb any other times than noted
above, is a violation of our Winterset covenants (Section 7.2.e).

What is the Kings Grant Recreation Association and How does it affect me ?

The Winterset neighborhood is a subset of the larger Kings Grant subdivision. However, the Kings Grant Recreation
Association (KGRA) is a separate entity apart from the Winterset Homeowners Association.  Each Association
operates separately, and one has nothing to do with the other.  Each Association has its own Board of Directors.

The Winterset Homeowners Association membership consists of all 119 homes and properties in the Winterset
neighborhood, and are governed by it’s own Declaration of Covenants, Conditions and Restrictions.

The Kings Grant Recreation Association covers the swimming pool on Brown Station Road, and it’s  membership
consists of parts of several different communities.

What types of changes to my property require an approved Application for Architectural Change ?

All types of exterior architectural changes, additions and/or modifications must be approved by the Architectural
Review Committee prior to the change, addition and /or modification taking place. The following are a small sample
of situations in which an approved "Application for Architectural Change" would be required:
   
            changing the color of house trim, shutters or front door
            changing window types
            addition of a deck or patio
            addition of a fence and/or shed
            addition of landscaping in the property easements (ex: around mailboxes)
            addition of storm door
            change mailbox type (ex: plastic to wood post) 

            change of front lighting fixtures
   
Please refer to the Architectural Control Guidelines webpage for the latest approved Architectural Control and
Use Restrictions document before any change, addition and/or modification to your property. If in doubt, please
contact the Management Company or the Board of Directors for advice.

What can be done about speeding vehicles within the community

The streets within the community are public roadways. The speed limit is 25mph. The speed limit is enforced by P. G.
County police. The police should be contacted at (301) 352-1200 if you notice a speeding car within the community.
The police will need to know the street where the incident occurred, a description of the vehicle, the driver & license
plate number.  A street address of the home that the vehicle is frequenting would also be helpful. This information
should also be relayed to the HOA Board and/or The Management Co.
